要約:Irrigation is sustained by construction of dams and canal system in India. Soon after its independence, construction of dams was accelerated to reduce poverty and food insecurity. This article examines the case of Hirakud dam in Orissa. It notes that in the recent years the area under irrigation is steadily declining even though the dam usually reaches its maximum water level. It is largely due to the fact that the Government of Orissa is diverting the water to industries at the cost of irrigation. In a poverty stricken state like Orissa, this is contributing massively to food insecurity and loss of livelihoods of farmers. The State government has been callous in its attitude and has gone all out to support industries against farmers.
