It covers the whole gamut of issues such as exorbitant levels of user charges, affordability, exclusion, financing patterns and a plethora of malpractices. The higher education sector changed drastically in terms of courses serviced, curriculum design, ownership mode, cost formation, locational dynamics, and staff deployment practices. For-profit, private service suppliers acquired absolute market power in the professional segment of higher education. The state withdrawal and non-functional regulatory mechanisms resulted in reckless commercialisation. Students have been identified as the single largest source of funding for institutions. The situation demands complete overhauling based on credible governance structures which ensures transparency, quality and large-scale inclusion.
