| Summary: | As institutions of local self-governments,
rural and urban local bodies require
dependable data base for carrying out
mandated tasks effectively. Though the
importance of local level statistics for
decentralised planning has been
emphasised by various Committees and
Study, even today there is no
standardised system for the same. Every
Five Year Plan documents in Kerala
repeatedly states that there would be a
thorough revamping of all on-going
schemes and institutions, but no
significant changes have taken place
despite rapid changes in the socio-
economic condition. For example, during
the last four decades the contribution of
agricultural sector in the Gross Domestic
Product of Kerala declined from 40 per
cent to 10 per cent. Yet even now nearly
40 per cent of the statistical personnel
in the state are engaged in the collection
of agricultural statistics. Therefore, the
State Government and the State Planning
Board have to take urgent steps to re-
organise the statistical system in the
state to build up data base at local
government level and for their
aggregation at block, district and state
levels. |
