520 |a After reviewing the history and objectives of higher education briefly, the article suggests that teachers and managers in autonomous colleges have to give special emphasis to a new system of teaching and evaluation involving Syllabus Revision, Distribution of Course Formats in the very first class meeting, Monitoring of Lab and Library facilities, etc., and above all return of evaluated material to students every semester within a week after testing so that there will be full confidence of students in the new system. The success of autonomy depends mainly on the diligence and integrity of the teachers. The article also pleads for the introduc- tion of uniformity and logical continuity of the high school and higher education systems, with national development as the primary goal of education.
