Summary: | Effective monitoring and control of the vehicles
is a challenge to the ever-increasing load on the land
transport sector in Kerala where the number of road accidents
and deaths due to accidents are increasing year by year.
Implementation of the Information Communication
Technology (ICT) tools at appropriate levels can play a vital
role in reducing the accidents, thereby increasing the safety of
the road users.
The sustainable prevention of serious injury and death
crashes at the higher level; real time risk reduction and a
mitigating action at the second level; and reducing the crash
risk by applying road design standards, guidelines, driver
behavior and law enforcement at third level can be achieved
by ICT tools.
The hierarchical approach to road safety reveals, "the
measures on the road, to the vehicle, and by the driver" will
prevent majority of accidents. Accident prevention and control
rather than cure is effectively possible with the ICT aids
dispensed at appropriate locations on the road sections.
Provision of updated GIS data, proper location tracking with
GPS, synchronized and computerized signals at intersections
are some effective ICT tools in guidance and navigation.
Awareness to the road user, the driver, commuter and the
pedestrian at appropriate levels through proper electronic
media is another control strategy. Monitoring and tracking of
the vehicles violating the rules and regulations immediately
and measures to intervene in it to avert a possible accident by
the control device is an administrative operational strategy.
Electronic devices to control the vehicle like electronic speed
arresters, electronic stability controls ensure mechanical
control of the vehicle through the integration of electronics. A
proper blend at synchronized pace at periodic locations can
prevent 90% of the accidents.
Intoxicated driving under the influence of alcohol or drugs
is a serious menace, easily detectable with the electronic
sensors. Electronic breath analyzers can easily trap the
violators, the drivers.
Retro reflective pavement markers and traffic calming
measures can be the design aids. Traffic enforcement cameras
with or without 'number-plate recognition systems' detect over-speeding vehicles, which is revenue driven enforcement,
for the violators.
This paper analyses the effectiveness of the basic control
strategies adopted through the information communication
technology in reducing the road accidents in Kerala. More
emphasis is given on the ICT based enforcement of law. It is
evident that a proper and impartial implementation with a
proper spatial distribution of the ICT devices will reduce the
accidents considerably. |
