| Summary: | The Paper tries to analyze the trends, pattern and financing of public debt and issues of sustainability for the period 2001-02 to 2011-12. The major component of the public debt is revenue deficit followed by capital outlay and net lending. Public Debt is financed by market borrowing, loans from the centre, NSSF and others. High cost lending is a feature of Kerala’s Public Debt. The paper concludes that though debt sustainability indicators like debt GSDP ratio and Domer Gap shows that debt is sustainable and measures should be taken to reduce debt. |
