Summary: | Mahatama Gandhi National Rural Employment Guarantee Scheme has had a very positive impact on the lives of millions of people across the poorest districts of the country. The Act that guarantees one hundred days of employment per household at minimum wages is the first piece of legislation that compels the state to provide socio-economic safety net for impoverished rural households. The adoption of a right-based approach to work has contributed in enhancing the quality of life in rural areas. Admittedly, implementation has suffered considerably because of large-scale irregularities and corruption, which have been reported nationwide and mentioned in the draft report of the Comptroller and Auditor General of India. While some irregularities may be viewed asa teething problem, corruption must be prevented through greater transparency and strict enforcement of safeguards. Based on the findings of a project, this paper highlights shortcomings in the implementation of MNREGS in Mandi district of Himachal Pradesh. The paper discusses areas requiring fine-tuning and contains suggestions for overcoming bottlenecks. |
