Summary:There is a strong view that Naxalism can be tackled by accelerating socio-economic development as extreme poverty, unemployment, landlessness and failure of the state in providing basic human needs have persisted over the years in these areas. The present paper examines the level of socio-economic development in one such area, i.e. Sonbhadra district of Uttar Pradesh and finds that socio-economic development has lagged far behind in the district than the general level of socio-economic development that took place in the entire state over the years. On the basis of local development potentials, an action plan for development of Sonbhadra District of Uttar Pradesh has been drawn up to alleviate the district from the poor socio-economic development and to generate mass scale self-employment which would help in weaning away the youth of the district from indulging in the violence of Naxalism. The action plan contains the details of the activities that need to be promoted in the district and a strategy to implement it. The paper is based on a detailed Integrated Action Plan prepared by the Giri Institute of Development Studies, Lucknow for 273 Naxal identified villages of Sonbhadra District of Uttar Pradesh for the Planning Commission, Government of India.
