Along with its geo-political history, observance of a non-endogenous security paradigm by SAARC member states has prevented it from achieving its objective and thereby making it more insecure. The paper analyses the traditional and non-traditional security situations in South Asia and argues that the realist paradigm with its emphasis on territorial security is inadequate for explaining the security situation of the region. The scope of security needs to be expanded and made comprehensive to accommodate more pressing existential threats, such as terrorism that all South Asian states are uniformly encountering. The paper further emphasises that SAARC should be made an umbrella organisation under which issue based regional institutions must be created, with technocrats and representatives of civil society as members. Unless such a system is devised to cater to the comprehensive security needs of the people of South Asia, the region will certainly experience fission under the pressure of sub-national assertions
