First, against the background of a longer-term downtrend in the gross domestic public investment and agriculture investment at the national level, it seeks to describe trends in public capital formation in agriculture at the state level by constructing estimates from 1980/81 to 2003/04. Second, the paper tries to empirically examine fiscal and economic factors that explain variations in gross public investment in agriculture, which to some extent are affirmed at the national level and yet to be explored at the dis-aggregate regional level. The findings based on pooled time series cross section model have important implications in terms of public spending and subsidies advanced to the agricultural sector across the Regions.
